Kosovo’s statistics show large overall imports in food categories where Ukraine has production and export experience. Commercial interest, however, is not the same as permission to import. The requirements are determined by the composition, the origin of the ingredients, the method of processing and the commodity code.
The verification sequence
- Classification. Establish the HS6 code and the full composition. The same product name can lead to different codes and different types of control.
- Control regime. Check whether the goods fall under products of animal origin, composite products, products of plant origin, or goods subject to veterinary or phytosanitary control.
- Producer approval and certificate. The importer must check with the Food and Veterinary Agency of Kosovo whether prior authorisation is required, whether the establishment must be listed, whether an agreed certificate form applies or whether pre-arrival notification is needed.
- Labelling. Before the packaging is printed, confirm the mandatory particulars, the language, the name of the importer, allergens, nutrition declaration, shelf life, storage conditions and the batch. Old or generic instructions should not be applied without checking the regime currently in force for the product.
- Commercial viability. The retail price, the margins of the distributor and the retail chain, shelf life at the point of sale, the temperature regime, the minimum order quantity and the promotional budget are assessed separately.
- Pilot. The first consignment should be large enough to test the documents and the sale, but not so large that a single labelling error or a misjudged demand forecast creates a disproportionate risk.
Four statistical signals
In 2025 Kosovo imported from all countries goods under code HS 2202 worth €102.1 million, HS 1905 — €94.9 million, HS 2106 — €86.3 million and HS 1806 — €44.2 million. This is the customs value of broad categories, not a sales forecast for any particular brand.
The go / no-go decision
Commercial work should continue only where all of the following are confirmed at the same time: the code, the control regime, the certificate form, the draft labelling, the importer, the route, the full landed cost and the target sales channel.
The absence of any one of these elements is a reason not to ship the goods, but to close the question in writing.
