FOOD AND BEVERAGES: ENTERING KOSOVO WITHOUT REGULATORY SHORTCUTS

The customs code, product composition, veterinary or phytosanitary controls, certificate and label must be determined before dispatch—not after the goods reach the border.

Kosovo’s statistics show material imports in food categories where Ukraine has production and export experience. Commercial interest, however, is not an import authorisation. Requirements depend on ingredients, origin, processing and classification.

Validation sequence

1. Classification. Establish HS6 and the complete composition. Products with similar commercial names may fall under different controls.

2. Control regime. Determine whether the goods are of animal origin, composite products, plant products or otherwise subject to veterinary or phytosanitary control.

3. Establishment eligibility and certificate. The importer should ask Kosovo’s Food and Veterinary Agency whether prior authorisation, establishment listing, an agreed certificate or pre-arrival notification is required.

4. Labelling. Before printing, confirm mandatory particulars, language, importer details, allergens, nutrition declaration, durability date, storage conditions and lot identification. Do not rely on an old or general instruction without checking the current product-specific regime.

5. Commercial fit. Separately validate retail price, distributor and retailer margins, shelf life, temperature requirements, minimum order and promotional budget.

6. Pilot. The first consignment should be large enough to test compliance and sales, but not so large that one labelling or demand error becomes disproportionate.

Four demand signals

In 2025, Kosovo imported €102.1 million under HS 2202, €94.9 million under HS 1905, €86.3 million under HS 2106 and €44.2 million under HS 1806 from all partners. These are customs values for broad categories, not sales forecasts for a particular brand.

Go / no-go rule

Commercial work should continue only when classification, control regime, certificate format, draft label, importer, route, landed cost and target sales channel have all been confirmed. A missing element is a reason to close the question in writing before dispatch.
