Kosovo’s construction-related imports provide a material screening signal. In 2025, imports of carbon-steel bars and rods under HS 7214 reached €154.4 million, structures under HS 7308 €52.6 million, hot-rolled flat steel under HS 7208 €52.5 million, construction machinery under HS 8429 €41.1 million, and insulated wire and cable under HS 8544 €35.1 million.
Ukraine has established export experience in several of these categories. In 2024, its global exports under HS 7208 were $809.5 million, HS 7308 $83.5 million, HS 7214 $89.7 million and HS 8544 $1.276 billion. Aggregate codes still do not answer the buyer’s core question: does the exact product comply with the project specification?
What must be matched
- exact HS6 and commercial description;
- EN, ISO or other project standard;
- grade, strength class, coating, tolerance and dimensions;
- performance declarations, testing and factory production control;
- drawings, bill of materials and welding requirements;
- packaging, corrosion protection and loading/unloading plan;
- installation, warranty and technical support;
- currency, raw-material indexation, offer validity and delivery schedule.
Where statistics can mislead
Import value may rise because metal prices rise rather than physical volume. HS4 combines different dimensions and standards. A large market may be covered by long-term contracts or regional suppliers. A buyer and project list should therefore be built only after technical matching.
Practical entry model
- Select one narrow specification rather than “all steel products”.
- Prepare an English technical file and standards-compliance matrix.
- Obtain a real local request stating quantity, destination and schedule.
- Cost two logistics models and the viable shipment size.
- Agree inspection, acceptance and claims before production starts.
