In brief

Ukraine and Kosovo have no common border. Physical delivery passes through the territory of one or several third countries, and the optimal route depends on the place of loading, the type of goods, the transit regime, carrier availability and the state of the borders. For that reason UKCC does not promise “direct delivery” and does not name a single universal corridor.

Before the commercial offer

  • Identify the goods. Agree the HS6 code, the description, weight, volume, hazardous properties, temperature regime and type of packaging.
  • Define the roles. Fix Incoterms 2020, the place where risk passes, and the party arranging export clearance, transit, import clearance and insurance.
  • Check the route. Obtain at least two written logistics quotations listing the borders, the estimated time, transhipments and the validity period of the rate.
  • Check transit. The broker and the carrier must confirm the applicable transit procedure, the guarantees, the TIR carnet — where it applies — and the documents required in each jurisdiction.
  • Check origin and tariff. A certificate of origin and a transit document serve different purposes. Participation of the parties in the PEM Convention does not in itself create a free trade agreement between Ukraine and Kosovo.
  • Calculate the full cost. Freight, fuel and road charges, customs guarantees, demurrage, the broker, insurance, import duty, VAT, warehousing and delivery to the buyer.
  • Prepare the exception scenarios. Who pays for inspection, delay, return, destruction or rerouting of the goods; and which documents are needed to file a claim.

The document checklist

The list depends on the goods and the route, but the basic check usually covers the contract, the invoice, the packing list, the transport document, the export declaration, the transit document, proof of origin — where it is required — the insurance document, and permits and product certificates.

Important

The final list is confirmed in writing by the broker and the importer.

Infrastructure context

The Transport Community covers the transport networks of the Western Balkans as part of the indicative extension of TEN-T. For Kosovo the land connections with North Macedonia, Albania, Montenegro and Serbia matter, yet the presence of a corridor on a map does not guarantee the same border-crossing times or suitability for a particular consignment.
