HOW KOSOVO COMPANIES CAN LOOK FOR OPPORTUNITIES IN UKRAINE’S RECOVERY

There is no single “recovery market”. Opportunities are distributed across Prozorro, DREAM and the procurement systems of the World Bank, EBRD, EIB and other financial institutions.

Ukraine’s recovery is not one fund, portal or contract type. A company may encounter at least three environments: Ukrainian public procurement, the digital recovery project portfolio, and procurement financed by international financial institutions. Each has its own rules, documents and review mechanisms.

1. Prozorro — national public procurement

The portal allows users to search procurement notices, plans and contracts by keyword, CPV code, buyer, region and expected value. Bids are submitted through an authorised electronic marketplace, not directly through the portal’s information page. A foreign company should verify marketplace registration, electronic signature, translation, bank guarantee and tax requirements in advance.

2. DREAM — project portfolio and lifecycle

DREAM provides visibility into recovery projects and related data. The presence of a project does not mean that a tender has been launched or financing secured. Use DREAM for early monitoring, then verify financing, preparation status and procurement channel.

3. International financial institutions

The World Bank, EBRD, EIB, Council of Europe Development Bank and other institutions finance projects under their own or agreed procedures. The EBRD states that most client opportunities are published through ECEPP; suppliers, contractors and consultants need to register to participate. The documents for the individual procurement take precedence over any general guide.

Before bidding

  1. Decide whether to bid directly, through a Ukrainian entity or distributor, as a consortium member or as a subcontractor.
  2. Match experience, turnover, personnel, certificates and past contracts against qualification criteria.
  3. Conduct sanctions, beneficial-ownership, integrity and anti-corruption checks across the delivery chain.
  4. Price tax, customs, currency transfer, guarantees, insurance and war-related risks.
  5. Do not invest in bid preparation until the official buyer, financing source, procedure and deadline are identified.
