In 2025 Ukraine’s trade turnover was $125.1 billion: imports — $84.8 billion, exports — $40.3 billion. European Union countries accounted for 47% of Ukrainian imports and 58% of exports.

To assess a specific product category, it is necessary to check not only overall trade turnover but Ukraine’s imports by UCG FEA commodity code, country of origin, declared value and product structure. The State Customs Service of Ukraine allows imports and exports to be viewed by country and by product, and the results to be downloaded for further analysis.

UKCC uses this check when preparing a category brief before approaching potential buyers.

03Trade regime, taxes and documents

The rate, the tax and the document set are determined by the product.

UCG FEA code and customs duty

The first step is to confirm the product’s UCG FEA commodity code in Ukraine’s Integrated Customs Tariff. The code is used to check the import duty rate, taxes, restrictions, permit documents and labelling requirements. Duty depends on the product; there is no universal rate for commercial imports.

VAT

The standard rate of VAT in Ukraine is 20%. For certain transactions and goods the law provides for other rates or exemptions, so the rate and the tax base must be checked for the specific product and transaction. Do not apply the rules for international postal or express consignments sent by private individuals to a commercial B2B shipment.

Documents and certificates

The usual document set is determined by the product and the procedure, but normally includes commercial and transport documents, the data for the customs declaration and, where required, certificates, permits or proof of origin. For food products, feed, products of animal origin, plants and certain other categories, international certificates, agreed document forms and approval of the country or the production facility may be required. These requirements must be checked before shipment.

Origin and preferences

Ukraine and Kosovo are Contracting Parties to the Pan-Euro-Mediterranean Convention on rules of origin. Participation in the Convention does not in itself create a free trade area and does not grant an automatic tariff preference. Whether a preference can be applied is determined by the relevant trade agreement, by origin and by the commodity code.

04Logistics and route

The route is confirmed for the date and the product.

The operating conditions of Ukraine’s ports, borders and transport infrastructure are changing as a result of the war. Before quoting a price, the working route and the availability of infrastructure must be confirmed for the specific date and product; there is no universal corridor or lead time for all deliveries.

The European Solidarity Lanes support the movement of goods into and out of Ukraine by rail, road and inland waterway. A route from Kosovo to Ukraine normally involves one or more third countries; the corresponding transit procedures and the border crossing point should be agreed separately.

Before quoting a price

Before quoting a price, agree the route, the transit procedure, the border crossing point, the importer of record, the customs broker, the Incoterm, the place of delivery, responsibility for customs duty and VAT, and a plan of action should the route change.
