This map does not claim to identify the “best products to export”. It screens for categories where Kosovo records material imports from the world and Ukraine records established global exports. A decision still requires HS6 classification, a competitive price, technical or product specifications, certification, route economics and a buyer.

Three validation levels
Level 1 — product and regulation. HS6, ingredients or technical standard, veterinary/phytosanitary controls, certificates, labelling, customs duty and VAT.
Level 2 — route economics. An EXW or FCA price does not show market-entry cost. Comparable carrier quotations must include transit, insurance, brokerage, storage and final delivery.
Level 3 — commercial proof. An importer, distributor or end client must confirm the specification, quantity, price and payment terms. Aggregate statistics do not replace buyer validation.
What not to do
- treat Kosovo’s entire import value as an addressable market for Ukraine;
- assume that Ukrainian origin automatically qualifies for preferential duty;
- compare customs value with retail turnover;
- use HS4 as a sufficient basis for certification or tariff decisions;
- infer competitiveness merely because Ukraine exports a large amount globally.
